"Low voltage" is a category defined by the electrical codes rather than by the systems it happens to contain. In practice it has come to describe the cabling and devices that carry signal and small amounts of power: networks, cameras, door access, audio, video, and the control layer of a modern building.

What the scope typically includes

Structured cabling and fiber backbones. IP CCTV systems, from camera selection and placement through recording and retention. Access control — readers, controllers, door hardware interfaces and the software that manages who may go where. Audio and video distribution, conference room systems, video walls and LED displays. Increasingly, lighting control and building automation, which have migrated onto network protocols.

What these systems share is that they are all information systems. Their value comes from being designed together — a camera system, a door controller and an access point that were specified independently will usually cost more and work worse than the same three designed as one.

How this differs from an electrician's scope

An electrical contractor is responsible for the power distribution in the building: service entrance, switchgear, panels, circuits, and the fixed wiring that feeds equipment and lighting. A low voltage contractor is responsible for the signal systems that run alongside it.

The two overlap constantly. Cameras and access points need power. Lighting control systems have one foot in each trade. Server rooms need both dedicated circuits and structured cabling. On most commercial projects these are separate contractors who must coordinate — and the seams between them are where a surprising proportion of delays and cost variations originate.

When to bring a low voltage contractor in

Earlier than most projects do. Cable pathways, riser space, telecommunications room locations and conduit for door hardware all need to exist before walls close. Retrofitting them into a finished building is possible but expensive, and the compromises usually show — surface trunking, longer routes, and cameras mounted where cable could reach rather than where coverage was needed.

On a fit-out, the useful trigger is as soon as the floor plan is stable. That is the point at which outlet counts, camera positions and access-controlled doors can be fixed, and therefore the point at which the scope can be priced accurately rather than estimated.
