On a commercial project the two roles do different work at different stages. Getting the order wrong is one of the more expensive mistakes available.

The short version: an electrical engineer decides what the system should be, and an electrician builds it. On a domestic job the same person often does both. On a commercial building they are separate disciplines, and the engineering comes first.

What the engineer does

Engineering work is calculation and specification. It establishes what the total connected load will be, what diversity to apply, how the supply should be split between distribution boards, what protective devices are needed and how they should discriminate so that a fault trips the nearest breaker rather than the main one.

It also covers the parts of the design that are hard to change later: where the intake and switchroom sit, how cable routes are reserved through the building, how much spare capacity the boards carry, and whether standby generation or UPS is required for any part of the load.

The output is drawings and schedules — the document an installer prices and builds from, and the reason two installers quoting the same project can be compared at all.

What the electrician does

Installation work turns that specification into a working system: containment, cable pulling, terminations, board build and connection, testing and certification. It is skilled work with its own standards and its own liability, and a good installer will query a design that cannot be built as drawn.

What installation does not include is deciding the design intent. An installer asked to work without a specification will make reasonable assumptions, but those assumptions are invisible until something needs to change.

When you need both

Any new build or major refurbishment needs both, in that order. So does any project that materially changes the load: adding a server room, an EV charging bank, commercial kitchen equipment, or a lighting scheme with significant connected load.

You may need only an installer for like-for-like replacement, adding a small number of circuits to a board with known spare capacity, or maintenance and remedial work.

The case that catches people out is the one that looks small. Adding a modest amount of new equipment to a board already near capacity is an installation job right up until the moment it is not, and finding that out on site is more expensive than an hour of assessment beforehand.

Why the split causes problems on site

When design and installation sit with different firms, the seam between them is where variations appear. The design assumes a cable route the installer finds blocked; the installer proposes a change the designer has not sanctioned; nobody owns the consequence.
